Case Study: Mazhar Shakeel
Mazhar Shakeel is a Senior Health, Safety and Environment Advisor for AECOM based in Abu Dhabi. In this interview, the holder of two NEBOSH Diplomas shares insights from his rewarding career.
Mazhar, your H&S career spans over 14 years. What made you decide to pursue a career in health and safety?
My journey into health and safety began when my brother, who was a Security Manager working for a multinational company in the UAE, introduced me to the field. Once I started working, I realised that the true essence of HSE is not just about compliance, but about protecting lives. Teaching workers how to stay safe and ensuring their wellbeing gave me immense satisfaction. For me, HSE is more than just a career—it holds the status of ibadat (worship), as it involves safeguarding lives and serving humanity.
Most of your experience has been gained in construction health and safety. Are there any specific safety considerations in this industry?
Yes, construction health and safety is highly dynamic as the site and the hazards in it are constantly changing as work progresses. Key considerations include continuous risk assessments, adapting safety controls to evolving hazards, maintaining clear communication, ensuring proper traffic management, and regularly updating work methods. Proactive planning, frequent site inspections, and worker training are essential if you are to keep up with the changing conditions so that incidents can be prevented.
Are there any projects you have worked on that you are particularly proud to have been part of?
I was fortunate enough to work on the Mohammed bin Rashid Al Maktoum Solar Park Dubai, which is the world’s largest single-site solar park. This development is a key contributor to the UAE’s clean energy goals, and I am proud to have been part of Phase 4 of its development. I worked as an Engineering Procurement and Construction (EPC) HSE Engineer and Project Environment Engineer. I coordinated the safety management system, ensured compliance with regulations, conducted site inspections, risk assessments, and incident investigations, and promoted a strong safety culture through training and initiatives.
Additionally, I played a key role in monitoring environmental impacts and implementing sustainable practices. I view contributing to this landmark renewable energy project, as a major career highlight and achievement.
You completed your first NEBOSH qualification, the International General Certificate, in 2013:
- Why did you choose this qualification? I chose this qualification because NEBOSH is one of the best globally recognised certifications in health and safety. While working as an HSE Officer, my brother and mentor encouraged me to pursue it to enhance my career, and it became a turning point in my professional growth.
- How did achieving this qualification helped you? It enhanced my understanding of workplace hazards, risk management, and legal compliance, allowing me to implement stronger safety measures. It also enabling me to make a greater impact on health and safety standards which boosted my career progression, opening opportunities for senior HSE roles.
You are now a NEBOSH dual Diploma holder, having completed the International Diploma in Environmental Management in 2020 and the International Diploma for Occupational Health and Safety Management Professionals in 2022:
- Why did you choose these qualifications? I chose these qualifications because, up to now, there are no equivalent qualifications in terms of content and reputation as the NEBOSH Diplomas. The International Diploma in Environmental Management and the International Diploma for Occupational Health and Safety Management Professionals provide advanced knowledge and expertise that are crucial for leading safety and environmental management practices in any industry. These diplomas have equipped me with the necessary skills to make a significant impact in my career.
- How did you find studying at Diploma Level? Studying at the Diploma level was both challenging and rewarding. The content was in-depth, and it required a significant amount of dedication, time management, and critical thinking. However, the knowledge I gained, combined with real-world application, made the experience valuable. The complexity of the subjects pushed me to expand my understanding of health, safety, and environmental management, and it was fulfilling to see how the learning directly impacted my career development.
- How has achieving these qualifications helped you? Holding these Diploma level qualifications combined with the experience I have built up during my career, were vital in securing my current position. It gives me the opportunity to drive safety and environmental initiatives, lead teams, and ensure compliance with international standards. These qualifications have played a crucial role in advancing my career and have enabled me to take on senior roles with a broader scope of responsibility.
In September 2024, you secured a new role as a Senior Health, Safety and Environment Advisor for AECOM based in Abu Dhabi. Can you tell us a little about the company and your role in particular?
AECOM is a global leader in infrastructure and environmental services, providing comprehensive solutions in areas such as engineering, construction, and project management.
It has a strong presence in residential development and is known for delivering cost-effective and sustainability projects. My focus currently is to act as supervision consultant on the build of 450 residential villas. I am responsible for ensuring effective communication between the project team, which includes the client, PMC, and Contractors. I oversee the development and implementation of proactive OSH monitoring programs such as inspections and audits, ensuring compliance with local regulations and company standards. Additionally, I play an active role in incident investigations, conducting risk assessments, and ensuring the timely review of OSH documents. One of my key responsibilities is to foster a positive safety culture on-site, while ensuring compliance with statutory reporting requirements and supporting continuous improvements in safety practices.
What do you enjoy most about being part of the health and safety profession?
The opportunity to make a tangible difference in people's lives. Ensuring the safety and wellbeing of workers, minimising risks, and preventing accidents provides a sense of fulfilment. It's rewarding to see how proactive safety measures not only protect individuals but also contribute to the overall success and productivity of a project.
The constant challenge of improving safety standards and the ability to create a positive, safety-conscious culture on-site keeps me motivated and engaged. As it is said in the Quran, “Whoever saves a life, it will be as if they saved all of humanity” (5:32), which further strengthens my commitment to this important work. It truly feels like a meaningful way to contribute to society and create a safer working environment for all.
What advice would you give someone pursuing a health and safety career?
My advice is to stay committed, gain hands-on experience, and most importantly, pursue a NEBOSH qualification. NEBOSH is a globally recognised certification that will significantly enhance your health and safety career.
